Job Summary


The Compensation Department provides a full range of compensation programs designed to attract, retain, and motivate our employees. The Compensation & Compliance Analyst conducts day-to-day compensation administration, creating job descriptions and job codes, performs complex classification and compensation analyses and related projects. This position will work independently, as well as part of a team-based environment and must be detail-oriented, with strong analytical and problem-solving skills. The Compensation & Compliance Analyst will also work on Compensation related Compliance issues.


Essential Duties and Responsibilities

  • Provide advisory support for vital areas of compensation, including job classification, salary ranges, equity, temporary pay, and FLSA compliance.
  • Incumbent researches and analyzes market data and internal factors to support the determination of salary and grade levels for a broad range of positions.
  • Recommends classification, salary, and titles.
  • Reviews position descriptions for appropriate classification, compliance (including FLSA designation), and organizational soundness.
  • Research, analyze and recommend appropriate compensation levels for new positions and salary review requests.
  • Meets with end users to discuss recommendations as needed; collaborates with the talent acquisition team on compensation matters. Serve as an internal resource for information regarding standard compensation policies, practices and programs.
  • Assists with the design of the development and delivery of tools, communications and training that support compensation programs, policies and projects.
  • Participates in salary surveys and other data exchanges to provide market information needed to support compensation recommendations and to help identify market trends.
  • Reviews requests for department reorganizations, reclassifications, and promotional requests. and independent contractors, all in accordance with State/Federal guidelines.
  • Collect, analyze and manage data and information from various sources.
  • Update and communicate all compensation-related compliance issues (i.e. minimum wage, Covid pay, State/Federal guidelines updates)
  • Other duties as assigned.

5 Full-time Compensation or analytical experience (education/classes/training, may be considered)

3 Full-time administrative or Human Resources experience

1 Microsoft Excel Skills including experience with Pivot Tables, Vlookups.

A Day in the Life


The Compensation and Benefits Analyst will analyze, design, and administer employer compensation and benefit programs, including payroll, base pay, incentive pay, health and welfare benefits, and retirement benefits. They will assure compliance with Federal, State, and Local legislation. The Compensation and Benefits Analyst will conduct research and analysis on market competitiveness, pay equity, and compensation and benefit trends. Additionally, they will advise and make recommendations to management on effective pay decisions and monitor the use of automated human resources information systems for quality control, action approval, and data entry.


What are the requirements for this position?

Responsibilities:

JOB SUMMARY


This job provides professional level support in the design and administration of compensation practices, policies and programs including data preparation and analysis. Provides support and problem resolution to HR staff and agency administrators on compensation philosophy, programs, and practices.


MINIMUM QUALIFICATIONS


Bachelor's degree from an accredited college or university in Human Resources, Finance, Business, Communication, Statistics, Mathematics, or other closely related field, plus two (2) years of experience in the analysis, design and/or administration of compensation programs. Education may not be substituted for the required experience.

 

Due to the nature of this position, the successful applicant must pass a required pre-employment background check and subsequent mandatory background checks in accordance with current County Human Resources policy requirements.


PeopleSoft HCM experience is preferred. Payfactors or other compensation management system experience is preferred.


ESSENTIAL FUNCTIONS

  • Participates in the evaluation of County compensation programs ensuring programs are effective, equitable and consistently utilized across the organization. Participates in compensation projects. Meets established project objectives and plans, seeks input from all relevant sources. Communicates project information and provides project status updates to stakeholders at all organizational levels.
  • Prepares analytics and modeling reports. Collects and analyzes data. Makes recommendations concerning compensation programs and business processes. Analyzes potential cost for current and proposed modifications to compensation programs. Manages current employee, potential employee, and market data in spreadsheets and databases. Generates and interprets compensation related reports from HR systems and compensation management systems.
  • Conducts market pricing activities, including analysis of market pay and analysis of internal/external compensation, market, and staffing trends. Conducts job evaluation activities including job audits, determining correct classifications, and creating, maintaining, and updating job descriptions. Ensures accurate FLSA exemption designation.
  • Provides compensation input and guidance to HR partners. Develops and facilitates compensation related presentations, meetings, and training programs. Conducts compensation related training to HR staff and customers.
  • Reviews, evaluates, interprets, and ensures compensation programs comply with laws, rules, and policy/procedures. Updates, documents, and trains employees on HR policies and procedures related to compensation.
